Who we are
Oversight from someone who has led a home, not simply inspected one.
Keystone is an independent consultancy for children's residential care. We work alongside registered managers, responsible individuals, directors and providers — reviewing practice, testing the evidence behind it, and offering recommendations that are realistic for your home, your children and your team.
Our work is built on more than fourteen years of frontline and senior leadership experience, including registered manager, dual registered manager and responsible individual roles. We know what it feels like to carry the responsibility for a home, and what inspectors look for when they arrive.
Independent oversight should strengthen a home rather than undermine it: supportive, constructive and clear about what needs to change.
More about KeystoneRegulation 44 visits
Independent Regulation 44 visits, done properly.
A Regulation 44 visit is where independent oversight earns its place. Safeguarding, children's experiences, leadership, quality of care and regulatory compliance are examined by someone who has carried that responsibility themselves.
Visits are thorough, proportionate and child-focused, with practical recommendations that support continuous improvement rather than simply identifying problems.
The regulatory focus
What it means in practice
Safeguarding and protection
Whether children are safe, whether concerns are recognised early, and whether decisions are recorded and followed through.
Children's experiences
What life is actually like for children in the home, what they say about it, and whether their views shape the care they receive.
Leadership and management
The quality of oversight, the culture set by leaders, and how well the registered manager and responsible individual know their home.
Quality of care
Day-to-day practice, relationships, activities and the progress children make while they are with you.
Regulatory compliance
Whether the home meets the Children's Homes Regulations and quality standards — and can evidence that it does.
Continuous improvement
How the home learns from findings, incidents and feedback, and whether improvement plans actually change practice.
